China's new therapy law has a loophole western biotech missed

On May 1 this year, China's State Council Decree No. 818—the Regulations on the Administration of Clinical Research and Clinical Translational Application of Biomedical New Technologies—came into effect, followed two weeks later by Decree No. 828, the fourth revision of the Implementing Regulations of the Drug Administration Law. Together, they establish China's first complete dual-track framework for cell and gene therapy (CGT).
