The executive director of the Global Fund to Fight AIDS, Tuberculosis and Malaria, Michel Kazatchkine, has called on more emerging economies to follow the lead of Russia in contributing to the relief of HIV/AIDS. Speaking at the 17th International AIDS Conference which was held in Mexico City, Mr Kazatchkine, welcomed the decision of the Russian government to reimburse the full $300.0 million in aid it has received from the Global Fund.
However, the Financial Times reports that the Russian move may also be related to that government's unwillingness to comply with the Fund's standards for HIV/AIDS prevention, including needle exchanges for narcotic-injecting addicts who share syringes.
The Global Fund has received $6.0 billion in requests for new HIV/AIDS programs, while several countries have not kept up their previously-agreed payments.
